The study visit of the local government units representatives from Eastern Poland took place in Paris from 24th to 28th September, 2012. The visit was organized by PAIiIZ (Polish Information and Foreign Investment Agency) as part of Eastern Poland Economic Promotion Programme.

France, besides Great Britain, is the country which carries out the biggest number of projects based on Public-Private Partnerships (PPP) in Europe. There is a long-term tradition of running such projects and their high level of sophistication is well-known. The visit was a great opportunity for meetings, experience exchange and observing good practices in relation to preparing offers and running projects in Poland. The participants had the chance to learn about the legal and tax aspects of running PPP projects in France and Poland, as well as to find out how the specific projects are run in specific sectors, for example: hospitals, education and culture, transport and constructing car parks, energy sector, penitentiary system and  while launching city monitoring systems.

Polish clerks met  the representatives from numerous institutions connected with PPP, such as: MAPPP – Support Mission for Public-Private Partnerships, national expert organization which supports state units, local governments and other entities interested in running PPP projects, as well as French PPP Club (CPPP) uniting enterprises, institutions and private companies, e.g.: banks, consulting companies, legal offices, construction and architectural companies. The club was established to develop PPP operation in France. Moreover, the participants visited The Institute of Delegating the Management (IGD). It is a non-profit organization whose statutory measures are assuring transparency of the projects run within the PPP, the renewal of public-private dialogue and spreading French experience in running PPP projects.

A seminar devoted to the investment potential of 5 voivodships from Eastern Poland, with the particular reference to the PPP projects, also took place during the visit. The investment offers presented during the seminar attracted a great interest among the invited guests, including PPP members.

At the end of the visit, the participants had the chance to see the examples of both already implemented projects and those still in progress: Verailles Saint-Quentin-en-Yvelines University – it is the example of  cooperation between the local and university authorities, the sewage treatment plant Val d’Europe – it is the example of  cooperation between local authorities and a private company, and the Vincennes Zoo, currently under thorough reconstruction  – the example of  cooperation between a private construction company and municipal authorities (the zoo owner).
